Try running a bare minimum set up. NO FDD, HDD and CD. NO RAM on any slot. Onboard graphics only if available. Reseat CPU cooler fan connector twice. Power on.
1. If there is NO endless beeps, motherboard or processor could be dead.
2. If CPU cooling fan runs and you get the beeps (memory error because slots are empty), board, CPU and power supply looks OK.
3. If OK w/ #2, while PC is unplugged, install 1 RAM stick. Power ON, press Del or F2 to open BIOS menu. If you are able to go this far, the problem is with one of the detached devices. Reattach one at a time to isolate the bad device.

Worst case, yes, the electrical is burned out in your computer. A step down from that is that your start up cards are dysfunctional.
I would make sure that you don’t have a hardware problem first. In other words, make sure that the cord from the wall is intact and that it connects to an electrical input source. Also, within the hardware realm, ensure that your start-up cards are connected and getting the power they need to initiate boot-up.
After you’ve determined it’s not a hardware problem, then it’s time for software. Software is so complicated that perhaps the best thing to do is have your technicians blank out the hard drive, reformat, and reinstall the OS and other programs and applications.

It's a thermal event. Wither you're running programs too streeful for your computer to run, your internal fan has quit, your PC is filled with dust, or a combonation of the three.

Have your power supply checked by a service technician. If it's ok then have the tech check everything else. There is no reason for you to go out and start purchasing un-needed hardware.

your cmos battery could have died.
its a little battery that is on some motherboards that looks like a watch battery
