Right click the taskbar and make sure that there isn't a checkmark by 'lock the taskbar'. If the checkmark is there, click it so the checkmark disappears.
Click so that little menu disappears.
Hold down the SHIFT key. With the mouse, click on the task bar and drag it to the bottom (keep your finger on the SHIFT key while dragging the mouse).
Right click the task bar. Click 'lock the taskbar'.

First, place your mouse over a part of the tasbar with absolutely nothing in it. This would normally be the area where your windows display, but just click a blank area. Hold and drag it to the bottom, and it should go right back over. If not, go to the same spot and right click, and it should say "Lock the taskbar". It will either have a check mark next to it or not. If it does, uncheck it and then try again. Once you get it back down to the bottom, right click and lock the taskbar so you can't do it again.

Right click on the task bar and select the second choice unchecked (lock the taskbar) then after that, you can drag and drop it to where you want.
