Where do you think we get it now? Problem is, it may be falling in places that are not usable (polluted, etc) and that we may be using it up faster than the ocean can evaporate and supply it back to us.

No, because what we refer to as "fresh water"
is just water that is currently in that part of the
cycle in which it is returning to the ocean.

Yes but don't forget that rivers are running into the ocean. So the is no net gain of fresh water.
