Outskirt Press is a self publisher. That means you pay to have them print a book for you. They do nothing to assist you in the selling of the book and it doesn't go to bookstores to be sold on the shelves. The selling and promoting of the book are up to you.

If you believe in yourself and your book you really owe it to yourself to try to sell it to a traditional publisher for 12 to 18 months before you resort to paying for publishing.

Writers Market is a good place to start. The book costs 30 dollars and gives you a great overview regarding how to start the process. You need to learn how to advocate for yourself and that means understanding the publishing business. You will need to learn how to write a great query letter, synopsis and book proposal, and there are books and sites that give examples of all three.

I star good Q and A on publishing and writing here at Yahoo Answers. If you go to my profile, you can see a list of starred questions. I advise you to print a bunch out that interest you and study them. There is a lot of good information here to get you started.

Don't rely on advice from people that aren't in the business.
Go to the library or bookstore and get some books that tell writers how to get published. I've read about a dozen of these and it's the best way to start.
I recommend one called "your first novel" which, obviously, is for publishing a novel, but has relevant advice for any sort of book.
It is written by two women (can't recall their names at the moment), one is a novelist, the other is a professional agent.
There is good advice on the whole process of writing and publishing, including a great section on how to find the agent that's best for you.

Good Luck
