Is there any reason why bin men might leave your rubbish uncollected, collecting everyone else's in the street

In our town it is because the bin is too full and the lid is not fully down. We have been told this quite clearly but some people pile rubbish on top

They did take it, and then someone else put their rubbish in your nice empty bin?

Have you been rude to them?
If not, maybe you put something in the bag that they won't take (grass eg.)

if your bin lid dosent shut,and you have over filled it.they have every right to leave it .
