I'm not sure wether this is prostitution or not.

I'm a junior in highschool and today at lunch a freshman near the section i sat at was asking for money for his services. When he came up to my lunch table, he ask he'll eat anything out of the ordinary for a dollar or more. Anything out of the ordinary for him is chips with juice and cheese, pizza with paper and other stuff or the worst of all milk with spit and some other crap.

So i'm wondering would that be considered prostitution or will it be considered something else because i'm going to report it to the ***. principle because it really wasn't a right thing to do.

This guy has a serious problem. I would ignore him the best you can and do say something to a teacher or someone in charge.

Prostitution? No.
Desperation? Probably.
Dementia? Absolutely.

No, prostitution involves sexual services. He is just looking for donations based on what he might consider a service or entertainment. It's annoying, but probably doesn't deserve jailtime.
