In some parts, yes. Most European countries have a socialized economy - so you may a lot more in taxes but there is universal health care and education (which is arguably cheaper in the long run). European education systems are different that the US though, there are placement tests taken at a variety of different stages - these determine which high schools and colleges you attend.

In the Netherlands where colleges and universities used to be free you need to pay a college fee. (You need to do that for any kind of school as soon as you turn 18.)
If your parents do not earn or own much you will get a grant to live from and to pay that fee.
30 years ago that grant was 2/3 of what you needed to live and study, the onther third would be a loan with no interest.
It has worsened since, and now it is no more than 1/3 at most and the rest you need to loan at a normal bank at normal rates. So the students all have jobs on the side.

Here in Denmark the university is free as well: no fees and we get something called Statens Uddannelsesstøtte (Roughly translated: The State's education support) which is money: some are able to live of it alone (usually with a small job on the side), others take a loan from the state with a small interest only available for students.

In continental Europe, many countries offer free or low cost higher education. Students only pay for fees (couple hundred Euros per year) and housing. You get to choose your university based on your performance on a national standardized test, at least that's how it works in France.
So, yes, students graduate with their diploma and have little or no debt.

In Russia, college education used to be completely free, but now, because of the stupid children of oligarchs, universities only offer a small number of free spots. It varies from university to university, and the competition is pretty cut-throat.
