Only A&C, probably. McClellan was not stupid, he simply was very tentative and afraid of making mistakes. He tried to build the perfect army, but feared all of the bad things that could happen to it in a total war.

Cautious. And I think he should get credit for preserving the army which would grow and eventually defeat the South.
Remember, for the South to win, they needed to engage and win decisively. For the North to win, all they had to do was wait it out until their numerical advantage was unbeatable.
The fastest way the North could have lost the war would have been to be too aggressive early on.

Certainly the answer is C.
McClellan was meticulous in his planning and preparations, these attributes may have hampered his ability to challenge aggressive opponents in a fast-moving battlefield environment...

that's the BEST description. He was known as a great strategist and his troops did not like him. Certainly intelligent but not aggressive.
