stenosis - narrowing or constriction of an opening;

neuroforaminal - the neuroforamina are openings in the vertebrae where nerves pass through. The opening includes a hole through the bone, and a gap between the vertebrae that is kept open partly by the discs.

bilateral -both sides

So, you have pinched nerves where they emerge from the spine because the opening is not large enough. This usually occurs because of one or more of these things: bone spur growth, a developmental characteristic (born with undersized holes), or compression of the cartilage between the vertebra.

It does have to do with the spine. Bilateral Neuroforaminal Stenosis is usually when you have a protruding/bulging disk in your back and you have a narrowing of the column because of that disk. It can cause pain to radiate and numbness and/or tingling in one (or both) legs.
