I have seen a lot of cars with black license plates which contain only numbers on them, one with only 69 on it. can someone tell me if there is anything significant about these cars?

The yellow / white number plates we have in the U.K. today, only became compulsory in 1973. From 1904 to 1973 vehicle number plates were black, with silver letters.

They were gradually phased out in the early 1970's, to be replaced by the yellow / white backgrounds. It is actually an offence to have a black number plate on any vehicle registered after January 1st, 1973

The exception is the Channel Islands, which still use black plates with silver numbers. It is possible the vehicle you saw was registered in Guernsey, as that is a legitimate registration number over there.

The black number plates you have seen are military vehicles.

the earliest plates were black with white numbers.it may be a transfered plate.
