How stupid are you? First of all, the message is rather clear. Second, how the hell is anyone going to help you if we don't know what model of phone you have? Sheesh.

im gonna take a large jump here - exterior meaning outside - there are a lot of buisinesses ( strip clubs ) that dont allow picture phones - no outside cameras allowed in -
or there is no camera on the outside maybe you need to open the phone to use the camera - if there were no camera at all i would assume that it wouldnt say anything about a camera at all what would be the point - > thats not a selling point to advertise -

Its not a camera phone. Meaning you cannot take pictures with that phone.

I can only assume it refers to the fact that your cell phone does not allow another camera to be connected to it by any means. You would only be able to use the one that came integrated into the cell phone itself.
