i have a smallbusiness website, and on a few websites i've seen..at the top it will say Site Language: and you can choose english, french, german, etc...so it translates for other languages. How do you do that?

To get that, you will need a knowledge of server side scripting programming language like PHP, ASP, etc.
Or you can try this one : http://www.altavista.com/help/free/free_searchbox_transl .. Good Luck

Those language choosing icons DO NOT translate the page, they only redirect you to an already MANUALLY translated versions of the pages.. if you looked hard enough, you would experience that not only FEW web sites have them, but millions and if you looked even harder you would find that many sub pages are not translated yet, they either appear in the original language or show an 'under construction' message

But yes, there IS an automatic translation service (quite a lot actually), but the free ones look like this:
http://babelfish.altavista.com/babelfish/tr
Meaning: you will always have a header saying translated by..

And no, you don't need any special scripting, just a simple html copy of your original web site - manually translated

As stated above you need some decent coding for the site, but you ALSO need someone to do the translation, it's NOT an automatic thing, the pages are already written, just you need to select if you use the English or other language version.

you can choose 2 different ways

1. make completely different website (english->/en/index.php, german->/ge/index.php)
2. language module (hard to explain) : this module will replace the all defined word to active language has defined

example:
defined word :
in germany.php DEFINED("SCHOOL",'schule');
