Robert's Rules of Order states that "police" be spelled according to the customary rules promulgated in the dictionary and reiterated in the "spellchek" index.
The FBI is not a police or an army, but depends on the amendments relegating rights to the people. You have to give them the definite data of things you think should be further investigated, due to your amateur observations. J. Edgar Hoover could not read all the letters people wrote him but he had the right idea.....
