For aquatic turtles, most species of mud and musk turtles only get 3 to 4 inches long. I can't think of any turtles that are smaller than these.

Common, fairly easy care turtles that stay under about 6" includes:

Land turtles: The Eastern Box Turtle or Three-toe Box Turtle

Water turtles:
Spotted Turtle
Mud Turtles (some species)
Musk Turtles (some species)
Painted Turtles (some species, especially males)
Japanese Reeves Turtle

Even a 6" turtle, however, will need a 60 gallon pond of water when fully grown!

here is some info on a great breed and a link to the site

Spotted Turtles
Clemmys guttata is the increasingly rare spotted turtle. They eat insects and small animals. They are gorgeous, small black turtles with yellow spots. These diminutive turtles only grow 3 to 5 inches long. Newborns have one yellow spot per carapace plate while adults have more than one spot per plate. Some dealers may sell them for about $100 a pair! Males have brown eyes and a tan chin while females have orange eyes and a yellow chin. In June, females lay 3-5 eggs which hatch in the early fall. They would be great in ponds except they are too rare to risk their lives outside without complete protection from predators and the elements. If one or more just shows up at your pond, you are lucky indeed. They are know for their mild temperament.

There are many different breeds that can be small..I have a Russian Tortoise that is only about 6" in diameter - they can get as big as 12 but I don't keep him outside so he stays smaller to fit in environment. What kind of markings, etc are on the turtle or are you looking for small turtles to buy for a pet?
