Normally that would be the blower motor located on the firewall passengers side with 3 or four bolts, looking at about 60 bucks for a rebuilt one with lifetime warenty about 49 bucks for 90 day warrenty, just unplug it and take the bolts out of the firewall and snatch it out, the squirrell cage comes off and the vent boot, fuses don't just blow unless ther is a problem.

It is completely not cooling or heating the vehicle? Or is it just the blower system isn't working?

I believe you have a digital type system to control the Heater/Ac this maybe the problem also. The repair shop will have to check that for you. Making sure the fuse is good in the fuse panel first to the blower will aid you in self determining the issue.

There is also a relay under the hood that may be have popped. You can check with the Owners manual or purchase for about 20.00 dollars the maintenance /repair manual that will tell you where these items are located and what to check for.

this is the reason to buy a Honda or Toyota. Regardless of how it was taking care of, the heater and a/c shouldn't be going. And if you paid $1700 to have your brakes done, call me next time and pay me $400. That would still be $300 too high.

Beings the heater AND A/C quit working (I assume at the same time), I'd say it's a blower fuse. Check your fuse block for the fuse (It should show where in the owners manual).

change the mechanic ASAP.
Brakes will never go 1700 in a 2003 car.
the A/C blower was disconnected by some one.
