Power off your computer using the power button - hold down for about five seconds, it will shut the computer off. Wait a few seconds then turn it back on. If that does not clear the problem, you may need to get "professional" help. If your computer is still under warranty, call tech support. Otherwise, you can try some of the other tech support help lines, such as Dial-A-Geek or something, or take it in to a computer repair shop. If you need to go that route, look in your yellow pages or a local computer magazine if your town has one. You can often find flyers or 3x5 cards posted in public places as well. I did that when I was first starting out to get some sort of clientele built up.

The left side of the Taskbar is for "quick launch" (if you have chosen that).
Right-click on an empty spot on the Taskbar.
click Toolbars
click Quick Launch
One click will open anything you have there.
The right side is the "system tray"
It is generally used to access something like the time, your printer, antivirus program - which are running in the background. You will get a response if you right-click on one of the icons.
System Tray
Introduced with Windows 95, the system tray is located in the Windows taskbar (usually at the bottom next to the clock) and contains miniature icons for easy access to system functions such as fax, printer, modem, volume, and more. Double click or right click on an icon to view and access the details and controls.

You have probably just accidentally moved it without realizing it. All you need to do is this.... Move your curser to the middle of the bar, click on it...and then drag it back to the bottom of the screen. When the bar appears at the bottom, let up on the mouse button. It's really no big deal, you can anchor it to the top, bottom, or either side of your screen. (I remember the first time I did that it freaked me out.)

The simplest way if you can get to task manager is to log out.. when you log back in explorer should restart the taskbar (which is the one at the bottom you are probably talking about...)

Note: to get to the task manager control alt delete is the right way....

If when you start or log in its already frozen from the beginning something more serious is wrong and you should probably consider re-installing windows....

Mine did that, just before I closed down for the night, then when I fired up the following day I lost all the desktop. Luckily I`m on BT IT help and they discovered that I had a virus caused by my inability to understand that too many anti virus programmes battle with each other.

Use Windows installation CD to repair your current installtion.
May be some files might have got corrupted.
Put CD in the Dirve, reboot somehow, Press DEL or F8 adn select boot device, boot into CD, and press R in the screen for Repair when they ask you to. Nothing is formatted and so none of your data is affected.
