In general, the raw text is public domain. If, as someone above noted, you are working from a book which contained another's commentary, that particular version may be copyrighted.

Tricky. Geoethe lived in an age before copyright. But you may be working from a modern book that the editor has compiled by critical analysis of Goethe's handwritten manuscripts. The editor did enough original work to make the edition "his own." In that case, the modern edition may be copyrighted, and you can't translate it without permission.

Just make sure that anyone quoted directly is in quotes and includes a citation afterwards giving the author full credit.
