As with all laws, the law is only as strong as how its supported.
The Geneva Convention Laws are not recognized by many countries, thus you have outrages from countries where their soldiers are held and executed, or are tortured. International Law is adhered to by those countries that have signed the agreement.

International Law is generally created through treaties. It is extreamely important as it governs all international trade, all activities which take place in the open ocean, international travel, etc.
