Someone who wears the best gear and is used in PVP situations where they can completely decimate their opposition. Most twinks stop at level 19, get their characters the best gear, and stay in the battlegrounds.

A low-level character who has obviously recieved help (money, gear or enchantments) from a higher level character.
As was stated earlier, twinks commonly stop leveling at the top of their Battleground bracket (19, 29, 39, etc) while 19 seems to be the favorite.
At that point, the twink would start recieving high quality gear from a benefactor. Usually enhanced with end-game level enchantments.
The result is a low level character who is head-and-shoulders above any other characters at their level

A twink is someone who has obviously optimized their character for battle on the WoW PvP environment.
Most of them wear the absolute best possible gear for their level, things that rarely drop and are EXTREMELY expensive in the auction house.
Many twinks are alternates for players that have much higher level characters getting equipment and money for them. Some are power-leveled characters or are using bought gold.
