I am having to go through this process right now. Unfortunately this is not the first time. You need to remove the carpet and pad. Purchase Kilz it comes in qt size up to a gallon. Paint the flooring and the walls with the Kilz it will keep the smell from rearing it's big head again. You will then have to paint your walls baseboards. Replace your pad and carpet or if you are going to keep the cats I would consider laminate floors. Other than this, I have tried vinegar and all different kinds of cleaner to remove cat odor. from experience they will continue to go back to the stops.

For the carpet get a steam cleaner and use white vinegar instead of the detergent. Follow the manufactures directions on the steam cleaner.

For the walls use a mixture of a cup of vinegar and a gallon of water and a rag. Dip the rag in the mixture and wipe the walls with it.

That should do it. The odor of the cat should dissipate with the vinegar smell.

Mix a cup of white vinegar in a spray bottle. Fill the rest with water. Spray the area and blot up until the scent is gone. You can even use the vinegar straight, just be sure to rinse well. It has worked for me before. Vinegar neutralizes the odor. Good Luck!=)

If the urine is old, you may never remove it from carpet. It may have seeped into the padding.

As for walls, other than replacing sheetrock, you can paint over the area with aluminum paint. If this works, then paint the desired color over the aluminum paint, and wall.
The stains and aluminum paint not show or bleed through.

as far as the walls and subfloor killz works great but if the carpet and pad are soiled you can try baking soda or professional steam cleaning (don't try to do this yourself because they need to clean the pad and DIY steam cleaners don't have the power to suck all the dirty water out). Your best bet is to rip the carpet and pad out maybe the tack strips too if they got wet as well.
