Sodium chloride is an ionic salt and dissociates to Na+ and Cl-, Cl- is most polar. In general ions are charged and have greater polarity due to the "naked' charge.

Benzoic acid is next, the carboxylic acid group can have it's H dissociate, since it is a weak acid, giving a carboxylate anion which is also charged like above; it is then second most polar.

Urea has C-O and C-N covalent bonds. These bonds are somewhat polar with the most polar bond being C-O (oxygen is more elctronegative than N and C).

Napthalene is least polar because it contains C-C and C-H bonds only. H is very comparable in polarity to C. There needs to be a difference in polarity between bonds in order to have a polar bond (at least 0.5 on Paulings EN or electronegativiy scale).

Increasing polarity:

Naphthalene < Urea < Benzoic acid < Sodium chloride

Napthalene is a relatively nonpolar hydrocarbon
Urea has separation of charges in its molecule among slightly (+) H's and slightly (-) O.

Benzoic acid is a slightly ionized weak acid.

Sodium chloride is a completely ionized salt.
