Yes that's it. Certainly in England a heart is nicknamed a 'ticker', like your life's clock. Usually we'd say a 'dodgy ticker' rather than a 'bum' ticker but it means the same.

I've heard people use that expression when they are asked to do something that requires some physical exertion and to get out of it, they say something like, "Can't do it, I've got a 'bum ticker'."
