Im not sure if it was called Twin peaks or if it was about twin peaks but i think it was set out as a diary of a girl.

It's called "The Secret Diary of Laura Palmer" by Jennifer Lynch. It's out of print but very easy to find used on Amazon.

I don't remember the book but I do remember the series called Twin Peaks that came out some years back - and it was of a diary of a girl - suspense, & the Town was called Twin Peaks also

There was a very poplular tv series called "Twin Peaks" in the late 1980's....
