The bacteria you are probably thinking of was one produced by Ananda Mohan Chakrabarty for the purpose of cleaning up oil spills. It was originally a Pseudomonas bacterium, which is a group of critters known for being able to consume a variety of substances and thus being found an very diverse habitats. However, the use of the word ORGINALLY is a key one - it was genetically engineered to consume oil and became the very first patented lifeform (after a long legal struggle). So we're not really talking about some native critter that naturally munches on oil, which would seem to make your other questions about what wild forms were like to be a little irrelevant.
