Make zero the left side. Solve for t using the quadratic equation.

V(t) = 9t^2 - 6t and V will be zero when the particle is at rest.

9t^2 = 6t

2 = 3t

t = 2/3

The first relation of position with respect to time is not used in the second equation. Check your problem.
