Definitely the Government. They should have enacted stronger milk carton laws to prevent this. Don't they understand that people NEED milk, and that sometimes, when they spill milk, they cannot afford more?
By the way, your answer D. is not really appropriate. The inflation rate under the Carter administration was in the range of 12-15%. Prices on stuff went up a lot faster under his administration then under Reagans.

A. No one thinks that George Bush caused Katrina. The people who are angry at him are angry because of his inadequate response to the problem. Of course, it doesn't help that we've scaled back environmental legislation that could help slow global warming, which might have stopped Katrina from being such an intense storm. You're a victim of spilled milk, and since you're a victim you're entitled to apply for government aid so you can get money for the rest of your life without having to do anything for yourself. Being a victim also entitles you to blame anyone and everyone else for your problems while taking zero personal responsibility for anything you do. Most importantly, however, it also entitles you to tell everyone else how to run their lives without having to practice what you preach, and if anyone questions you about it your answer is "Who are you to tell me what I can and can't do?"

Bush gets criticism for his handling of the situation in New Orleans, not for causing a hurricane. There's a difference.
No bid contracts to Halliburton should be an outrage to every citizen. It's obviously war profiteering, how is this ok?
