for the above sentence...do u think toyota is already achieve 95% OR they just try to achieve?

That is one of the goals that they are continuing to try and achieve.

"Toyota plans...." They are attempting to achieve the 95% vehicle recovery rate (i.e. not attained yet). If not, the sentence would have said something like: "Toyota plans to continue taking action to attain goals such as the early achievement of a 95% vehicle recovery rate which was successfully accomplished by the company last year."
