I have a character on my friends computer, im thinking of getting WoW on my computer, but i dont want to start over on my character, would i be able to transfer my character off of that computer and put it on mine?

Account to account transfers are $25, but they can only be done on accounts belonging to the same person. At the same time that you do an account to account transfer you can also do a server to server transfer with some exceptions. (see blizzard.com for full details)
As for your original question, as others have already stated it does not matter who's computer it is on all that matters is account (which technically according to WoW TOS you can't share accounts) I use the same account on 5 different computers that because my character information is saved server side it is there no matter which system I'm on. The only thing that changes is the addons and how I have them set up.

If your Character is on his WoW Accont, then you will ahve to pay to Transfer your Character.
However, if you have your own Account, all you need to do is start the game up and you can start right where you left off. This also means that as long as WoW is installed, you can play your character from any computer.

Account to account is about $25 but if you have an account set up, just install WoW on the new one and log into your account and it'll still be there.

Hmm, I believe it's around $25 to transfer a char to a new account. It's more to transfer between servers (around $50).

Do you have your own account, or is the character on his account? You won't be able to transfer your character from his account to one of your own, but if you have your own account and log into it from his comptuer, once you install the game, you can just log in with your own account info.

If its on his account No.
If you have your own account yes, just install it on your computer and access your account.
If your sharing his account that is against the TOS agreement and you should have read it first before clicking the accept button.
