Either take the toy shrimp off the cat's tail, or instruct him not to hang out next to the aquarium. I like the fish muzzle idea, also.
I believe in stopping the problem at the source.
Can you trust the dog to stick to his word, though? Mine said he would stop upchucking his Purina One if I would feed him breaded veal cutlets, but I'm not sure I can trust him.

you had better go buy a fish muzzle.... or just make violets unavailable to your dog. Throw all the seeds out and replace them with lily bulbs... he'll never know... at least you don't have a flamingo that plants casterbean plants in your yard for no reason in particular... my house looks like it's surrounded by a huge red-ish jungle with lots of little spikey balls all over the place... makes walking barefoot outside kind of painful.....
