Please explain. Are the mother & daughter dead in the end?

Yes, they're dead.
There is fairly strong suggestion that the mother and daughter (and the female motorcycle cop) probably didn't even survive the car crash at the beginning of the movie.

I always thought it was more of a parallel universe type of thing. When they entered into Silent Hill they passed into this other universe and they couldn't get back, but I suppose it's all open to interpretation.

i agree with both previous answers
you can either assume they died
or went in to a parallel existence
it's a lil complicated
i thought it would end differently
like they would come back out of it and go home to their dad/husband
