No, you are not. It would be much worse to go ahead without thinking of all the possible consequences. It is normal to reallyreallyreally want sex before you are actually mature enough to consider everything that might result from this. As long as your guy understands what the boundaries are and willingly participates to the level you are BOTH comfortable with, I see no reason to label you anything other than a reasonable human being.
If you haven't talked about it in advance and then say yesyesyesyesyesNO, then he might have a problem, but as long as he understands before you start what the limits are going to be, have fun! "Blue balls" are usually just an excuse to push a girl into doing what she really is not comfortable doing. Masturbation is a sure cure for that condition, and you should not be shocked or horrified if your guy needs to relieve the pressures that way.

I wouldn't use the term to reference you with, cause you don't arouse him and tease him on purpose to just then stop and enjoy the displeasure you cause him. I would say though that if you are not going to have sex, you should either offer to orally relieve him, or provide a helping hand as it were. It can cause discomfort and or temporary stomach pain for a male to be sexually worked up and not relieve himself. But, don't continue to get him thinking all is leading to doing the deed if you are not ready to go that far yet. Set up guidelines and boundaries somewhat ahead of time so there are no false expectations.

You could always make the physical boundaries clear BEFORE you get hot and heavy. If you have, he can get over it, go j@ck off or whatever. But if you have made it clear that you are willing and just shy away at the last minute OR make a request of him which makes sex contingent on his answer then YES you would be a prlck tease in that instance.
