The difficulty in selecting those qualifications that indicate a good background for leadership makes such a process difficult to implement. In addition, the US has embraced merit rather than qualifications as a basis for selection. This argues against using qualifications as a screening mechanism.

Nothing stops the individual voter from using such a screen but the process does not.

What would those qualifications be? One group of people may want certain things included and others would want something else included but not the same stuff as the other group. An example is that one group of evangelicals may insist that the person be a born again Christian while others may say the person's religion is irrelevant. One group may want the candidates to be all lawyers while another may want them to be business people. This could go on and on each group trying to get a slight edge over others. It would be like gerrymandering. If you think the political process is a mess now a qualification system beyond the citizenship and age requirements we have now would really create a mess.

You should read History,Earlier days when king ruled the country,his successors become the king,after independence,so many people have fought for freedom.They may be educated or may not be educated,after forming the Govt.gratitude to shown to all people inspite of religion creed and everything.At that time you cannot fix education as a qualification.You forget about politics how many educated persond in other portfolios do all malpractice, were the politician is nothing.When you pardon the educated rational animal,you can hundred times pardon the uneducation rational animal.

Politicians for the most part are all college Graduates with advanced degrees of some sort . Most often law degrees .

They are groomed for political office because when you think about it lawyers run the world .
They draw up the contracts they defend corporations from product liability and they prosecute criminal activity .

I was watching Deep throat on HBO and old tricky **** was knee deep in trying to stop pornography and even commissioned a study to show its harmful effects .
But the study showed no effects from being exposed to pornography .

So the study was shelved .

Politics and religion go hand in hand and its no accident that terrorists come out of Islamic countries .

For the same reason we do not have one for voters. Because nobody should be excluded from the process. There used to be tests you had to pass to register to vote in some districts, but these were outlawed because they were used to exclude minorities from voting by bigoted officials. Similarly, a test you had to pass before being allowed to run for election could be used to exclude selected groups from political power by bigoted officials in charge of the tests.

A very good question.
Most politicians have back rounds as lawyers or in business and before they get to Washington, they made it through 20-30 years in local politics.
Big Politics is all about connections and name recognition, not intelligence, knowledge or facts. People vote for candidates with their heart, not with their mind. They vote for somebody, who looks and talks like them, as they like to see themselves.
Politicians swerve in and out of departments like snowboarders, yesterday sec. of defense, today department energy and tomorrow for cows and corn, culminating in US consul for Belgium, the highest position possible.
Solution - get term limits and like you suggest, some degree of knowledge

We do. It's called an ELECTION. The people elect who they feel are the best qualified for the job. Unfortunately, some people pick the best qualified candidate because they have nice hair, or because he/she is a minority, or some other dumba$$ reason.

our country after 60 years of independence has a huge amount of population under the poverty line, huge amount of population who are illetrate, huge amount of population who are unemployed and yet you ask this question !!
today the most successfull minister in India is Mr.Lalu Yadav who is definately not a professional .
