Prostitution is illegal in most places so I don't know if she/he could call the police because she/he would go to jail for prostitution. It would depend, if you negotiate a price it is still considered prostitution even if you don't pay. She/he really can't claim rape or a sexual offense because she/he consented to the sexual act. But his or her pimp might get you, seriously they would probably come after you.

Well duh, this is why prostitutes always request payment up front! And you could only be charged for not paying her if she was working in a legal brothel, if she is a streetwalker then she is breaking the law by wanting your money for sex.
