Right now Cape Town is 9 hours ahead of Los Angeles, but that's because Los Angeles is on Daylight Savings Time. When Los Angeles goes back to standard time, Cape Town will be 10 hours ahead of Los Angeles.

lets go with the most obvious California is a state whilst Cape Town is a city so really there can be no comparison between them other than Cal is in North America and Cape town is in Africa
