on my laptop when i move the page up it jumps like frame at a time whats wronge,?

try tweaking the mouse wheel.

Hi. Page up will jump a page at a time. Use the Arrow up or your middle mouse wheel.

lack of memory (ram) which controls those affects and is alway low on laptops
