To transform a ratio (which we will cal "n") to a percentage, you have to multiply the decimal number it corresponds to it by 100. So it's n*100.
In your case, n=3/4=0.75
Multiplying by 100 you have:
n*100 = 0.75*100 = 75
Knowing this to be correct, since a percentage is an adimensional number, you can safely put the % sign after it:
3/4 = 75%
So, saying "3/4 of a number" is like saying "75% of a number".
In an example:
3/4 of 20 is: (3/4)*20 = 15.
And 15 is indeed the 75% of 20.

No question is stupid. answers may be stupid sometimes.
To convert any fraction a/b into percentage,
multiply a by 100 and divide by b.
3 multiplied by 100 gives you 300, which divided by 4 gives you 75 percent.
3 x 100 /4 = 75
