I want to start a web site that people can download music from and pay per download, these bands featured on this site will be not signed and will be up and coming bands and thus not be subjected to the red tape that comes with trying to sell the music from bands that have already signed for record companies.

I don't think you're going to make much money from this...but first do some research, like the legality of the music you want to use.
Then you need to learn some basic knowledge of 'how to build a site'. And then find a host that will fulfil your needs...you're going to need a lot of bandwidth. And then....well just plan, make the site upload your site and maintain it...

Hey,
learn how to build a website
think how you will get bands and their music to agree to allow their music on your site
how will you advertise your site?
legal rights...(people have been sued before for similar sites... beware of the law)
download similar programs..for example blubster (www.blubster.com), limewire (www.limewire.com) or kazaa (www.kazaa.com)
let us know if u manage, im sure you'd find a lot of eager testers from yahoo answers :)
