Easy, don't say anything.Just stare at him when he speaks to you, don't answer, and just walk away.He should take the hint eventually.
I've had to do it to a neighbour that left her next door neighbour for dead when she'd fallen after suffering a stroke.She stood and watched me from her window as I waited outside the ambulance and she never even stepped outside to see what was happening.Nobody around here likes her.We all blank her, and it's the best way to deal with it.

Shout it very loudly while running in the other direction, or, a sky smoke message, or, a text, or, morse code, or, verbally, or, get someone else to do it, or, make a youtube video, or, be the bigger man and don't say anything at all.

Just ignore him and after a while he will get bored and stop bothering you. I wouldnt tell him to piss off directly just start giving him the cold sholder.
