What is the difference between the year date such as 03 and the numbers 54 etc. and what does the latter stand for?

The 07 is from march registration, the 57 is from September registration, that's all

03 is the march release for that year and 53 is the September release. Don't know why a 5 though.

Each number represents 1/2 year - 03 and 53 will be the same year, but each is 6 months. Confusing eh??!

The last digit denotes the year. The first digit, 0 or 5, lets you know when in the year it was registered.

In 2010, I expect they will move to 10 and 61, then in 2011 it will be 11 and 61, and so on.

The numbers starting in zero (e.g. 03, 04) were issued from 1st March to 31st August in the relevant year (e.g. 2003, 2004). the zero is replaced by a 5 on 1st September, through to the following February.

So:
51 - 01/09/01 to 28/02/02
02 - 01/03/02 to 31/08/02
52 - 01/09/02 to 28/02/03
03 - 01/03/03 to 31/08/03
53 - 01/09/03 to 29/02/04
04 - 01/03/04 to 31/08/04
54 - 01/09/04 to 28/02/05
05 - 01/03/05 to 31/08/05
55 - 01/09/05 to 28/02/06
06 - 01/03/06 to 31/08/06
56 - 01/09/06 to 28/02/07
07 - 01/03/07 to 31/08/07
57 - 01/09/07 to 29/02/08
etc.

The plates in 2010 will be 10 and 60, followed by 11 and 61.

This doubles the capacity of the system, to allow for a large number of cars to be registered each year.

When the system is exhausted after 2050, it will switch from using the sequence "AB 12 XYZ" to "XYZ 12 AB".

OK, here's an example:

HG55 ABC

HG = the area where the car was registered. In this example, HG means it was registered in the Hampshire/Dorset region.

55 = the year the vehicle was registered. In this example, September 2005.

51 = September 2001
02 = March 2002
52 = September 2002
03 = March 2003
53 = September 2003
04 = March 2004
54 = September 2004
05 = March 2005
06 = March 2006
56 = September 2006
07 = March 2007
57 = September 2007

ABC = a randomly generated series of letters

The 01, 51, 02, 52 system started 2001. Before that, the first letter denoted the year. And before that, the last letter denoted the year.

I wonder what they'll do in 2010?

i think, that if you have a 03 reg, the car's age is in the first 6months of 03. If the car reg is 53, the car's age is in the last 6months of the year.

new cars are registered twice a year - so that people who have to have the latest one buy twice as often. At the start of the year, they are numbered with a 0 - this year was 07, and in the middle of the year, it'd 57 (guessing cos it's 0.5 of the way through the year...)
