Please leh, Bangkok's public toilets are so much worse than Singapore. Bangkok, you can only go to toilets in high-end shopping centres, the rest are really bad, no paper, bad smell, dirty. I once paid money and walked into a public toilet. I was like, OMG!!! I walked out and braved the walk to the shopping centre. No choice lor. Then in Singapore I also choose carefully one, crowded places, old places sure bad. You must go to places that look new and nice, not too crowded etc.

Public toilets in Singapore may not be dirty compared to the ones in Bangkok.
If you walk around Chatuchak, older Bangkok Shopping centres, you will know what I mean.
It really depends, coz there are too wide a range to compare in general!

Depend how you are comparing. If you are compare Singapore coffee shop or hawker's centre toilets with the hotel's or shopping's toilets in Bangkok, then it's definitely true. If not, I find many public toilets at Thailand worse than Singapore.

May be because Thailand is full of canal and river and able to provide unlimited clean water but Singapore have to buy water. Is it possible??

Simple.
Its depends on which Public Toilet you went to.
Well, Shopping Malls public toilets are now first class. Its more clean and hygienic.
Trust me.. Unless, you went to coffee shops toilet, hawker centre.. or old public toilets, than its dirty.
Try to go to Shopping Malls toilet, its first class.. =)
