If you have an idea for a business to create jobs in a poor area is there a way to equalize opportunities so the most people possible can better their economic situation? This would be a small biz startup but with the possibility of growth. Is it feasible/desirable to target the poorest group for employment, to move them to the next level of economic independence?

Actually, the way to maximize opportunity is by not treating everyone equally. Not all people can do the same things, successful business treat their employees unequally, but fairly. A waiter that is many times better than another should be paid much more.

You will find in practice, that the poorest groups are the poorest groups because they lack the necessary job skills to be employable. Businesses in poor areas should seek the best employees and pay them according to the value they produce for your customers. High pay to a very few highly valuable workers is a far better way to spread the wealth.

If you were not a business, I would recommend improving education and training in your area. You should train and educate your employees, it is strongly in your and their interest.

It can be shown that profit maximizing behavior by owners of businesses in fact improves wages more than any other thing. Run the business rationally and well and grow and you will add real wealth to the poor economy.
