I want to travel to Paris and then visit London, Barcelona and Rome to return to Paris. 20 days starting 5th February 2008 to 25th of th same month. Is the weather too bad in this date? rain, snow, storms? I'm really concern because I dont want to spend in a very expensive airplane ticket and have a bad flight and have to beeall day in a hotel, I really want to know the museums, parks and everyhing of the cities.
I'm concern about the danger of the flights inside europe, is February a good option or just a waste of money?

A lot of Europe has a temperate climate meaning more than likely at that time of year it will rain and possibly snow. The advantage of going at that time of year is that the cost of an airplane ticket will be significantly less than the hotter months. Even then you are not guarranteed that it won't rain!
Go! There's still so much to see and do regardless of the weather. The people there live with it and still find time to have fun...take an umbrella!

Weather in Europe is rather unpredictable.
February is winter in Paris and London, it can freeze and there can be snow, but there is as good a chance that it will be sunny and moderately warm (no winter coat needed.)
The biggest chance in on rain, showers or long mild rain. Nothing to keep you inside.
Barcelona will be a bit warmer, Rome a bit more again, unless there is a freaky weather pattern.

In the towns most touristy things will be open, rather quiet as there are not too many tourist, and as such it is a perfect time to travel.
Parks might be pretty bleak, theme parks and amusement parks can be closed although a few of the big ones stay open round the year. (Euro Disney in Paris will be open.)
Museums are open round the year, as are places to eat and drink.
You will find a lot of Europeans having short breaks rather than long holidays.

Flights are pretty safe, as when the weather is not good enough, the planes just do not leave.
That is a real risk, but mostly it will hold you up a day at most. Non of your destinations have blizzards, and even snow, sleet and iced roads are rare any time of the year.

I have traveled in Europe most times of the year, (living in the Netherlands,) and I have had one cancelled flight in 25 years, and one extremely cold winter in which I was snowed in in London. In town there was about 10 cm/ 4" of snow, outside London there was no traffic posible at all, for 4 days or so, because of extreme snowfall and drifts.

If you are sturdy, go in February, if you are the kind of person melting in the rain or have a real fear of flying in less than optimal conditions, better come in June.
