At full moon the sun and moon are opposite each other. So the moon rises as the sun sets (6pm on the equator and at equinox). The sun rises as the moon set (6am). Being further N or S changes this time, earlier in Summer, later in Winter.

It ALL depends on WHERE you live. The Moon sets at different times- in different locations. So NOBODY can tell you when moonset is- unless YOU tell them WHERE you are!
