I've come across a black Iron Cross with a swastika and the year "1939" on the front, "1817" on the back, and looks to be an Oak Leaf cluster that attaches above it. I also have what looks to be a "dog tag" of a German soldier. I'm by far no expert, but they seem to be fairly old and worn and I'd like to know of anybody that could tell me if they are in fact real, or replicas.

You will find that German medals and badges are marked with a small, square stamp on the back if genuine. Sounds like a Knights Cross with Oak leaf cluster. These were worn around the throat, by a ribbon and were handed out, personally, by Hitler. It would be easy to track the history of this medal.

It may be an Iron Cross 2nd Class, if it attaches to the breast by a clip. These are more common and not so easy to trace. My first port of call, given the dog tags, would be the Imperial War Museum.
