Yes. Online schools are available for everyone. They are academic institutions, but are businesses. Just like in India, a seat in a class costs money. For a western education you will have to be willing to pay what the west does (and I know the exchange rate of a rupee and a pound). If you think that a western online institution will be able to provide you with a good education that you would receive where you are, then you are probably right. However, the disadvantage of online programs are 1) cost, 2) they is usually no student/faculty or office available to you, and 3) the real process of learning which was developed by the Greeks of socratic dialogue and learning will be cut off to you. You will not be able to speak, observe, or listen to anything anyone teaches or says. However, to answer your question- if you have the money you can have most anything (a foreign education is no exception).
