They are descriptions of the powers, duties, and qualifications of the branches of government. The most conspicuous thing about them is what isn't there.

What isn't there is the power to regulate recreational drug use, abortion, marriage, or subsidize housing, women with children, or farm products.

What is there is the responsibility to control immigration.
