I been getting them for the past 10 years now. Every year afterwards after serving, they tell me that I have served my time. Yet they send me another jury duty summons the very next year. Is this legal? Is this considered to be harassment. I I live in Alameda County.

Yes it's normal. No it's not harassment.

In California, it is illegal for a county to call you into jury duty more than once a year. If you go into the courthouse and register your name in the jury pool, then that satisfies your duty for the year, whether or not you actually go into the courtroom for selection. If they call you again before one year has elapsed, then mark the box that says you served less than a year ago and send it back.
