Well I have seen it living here in China I was surprised cause he was crapping on the corner of a street...honestly I stared at first cause I couldn't believe what I was seeing and then I turned away so he could finish his duty.

Call the police. The man is obviously in some kind of distress or is suffering from a mental disorder. I am female, so there is no way I would approach him without assistance. I would help him all I could, but I would take precautions in keeping myself safe as well. Thats just not something you see everyday.

I would stay well away and phone the police as if he is sick they can deal with him and if he is just some sicko I am not going anywhere near him.
