It looks like a gnat or fruit fly. It is in Texas outdoors near water. And it bites and the bites are itchy and look like welts! Anyone know? Bugspray washes off in the pool... any other suggestions on that one? Swimming and keeping bugs away?

Sounds like "no-see-ums". I'm not kidding -- that's what they're called. They're actually biting midges. You can get waterproof repellants. That's what fisher-persons, hunters, campers and Floridians use.

Most likely a buffalo gnat. We have them here in OK as well. Actually they are everywhere. You find them near water because like the mosquito they lay their eggs there. I hate the little buggers.

I wish I could help you with the bug spray washing off problem.
As for bug spray washing off after the pool, my only suggestion is that you reapply after you get out.

Biting Midges (noseeums)? They keep to an area within their breeding ground -- move further out into the water, or find another spot to swim?

probably a( black fly) Put clear ammonia on the bite and don't scratch it , it will only make it worse..
