Literary Agencies do not charge fees to review scripts.
If they like your script, they will represent you for free.

If they are requesting a fee, run, they are a SCAM.

Buy a copy of the book, The Writer's Market, it lists names and addresses of Literary Agencies.

It is very common and completely unethical. Don't ever pay a reading fee to anyone. The agents who charge fees never bother to sell any of the manuscripts. The stay in business for the fees alone. No legitimate agent ever charges a fee.

No. They earn their fees by getting a percentage of the selling price.
